Are pet cats the problem or is it the Owners?

Recently in the Squatchers Lounge on facebook a heated debate began regarding the issue of domestic cat depredations of the local wild life including decimating song bird populations all over the world. The debate started from an article in regards to cat owners not owning up to the fact that their lack of management of their pets is leading to a disappearance in wild fauna in a remarkable fashion. When faced with the actual number the cat owners that were interviewed were simply unaffected by it claiming cats will be cats. What do you think of the situation?
